I have examined the accompanying Ordinance intituled

An Ordinace to amend further the Legal Practitioners Ordinance,1871,

and I 2111 of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

Section 2 of the Ordinance deals with the question of the solicitors preliminary examination.

3. From 1071 to 1913 the law was that the Chief Justice might

Make regulations for this examination, subject to the approval of

the Legislative Council, and that all persons intending to be articled in Hongkong had to pass the examination unless they obtained an

exemption order from the chief Justice. There was no restriction

on the right of the Chief Justice to grant or refuse such an exemption

order.
